why does this redirect to a TV station and not the former president (who was Chip's dad)?
Because, although President Carter does have a son who was nicknamed "Chip", that's also the nickname of an on-air personality at the TV station, and neither of the two is more particularly notable than the other, and the person who created the redirect last year just didn't think of the existence of more than one 'Chip Carter'.
